Cover Site Prep & Utilities: The Los Angeles Owner’s Guide
Site prep and utility work for a Cover unit in Los Angeles typically runs $18,000 to $45,000 installed, depending on soil conditions, trenching distance, and whether you need a new panel or sewer lateral. We stock Cover-compatible site-prep materials and can usually have a crew on your site within a week of the estimate. Most owners find out their site prep is failing when the city flags a utility setback during inspection, or when a trench starts sinking after the first rain. We fix it, we pull the permit, and we put the price in writing before we move dirt.
At Fielding ADU Los Angeles, we work on Cover units regularly. We are an independent service provider, not affiliated with Cover, which matters because we are free to tell you exactly what your site needs without a sales script. Reed Calloway runs our Los Angeles operation, and he has been building ADUs across this city for going on twelve years. He learned the trade at Los Angeles Trade-Technical College and still lives ten minutes from his old high school in Eagle Rock. His father built a garage conversion in Glassell Park in the 1980s with no permit and a lot of headaches. That family story is why we are precise about paperwork.
Our crews arrive background-checked and in uniform. We write the price before any work starts. And every site prep and utility job carries the Garrison Standard: a written one-year guarantee. If the work fails inside that year, we come back and fix it at no charge.
Which Cover Models This Applies To

Cover builds panelized ADU systems, and the site prep requirements differ meaningfully from a stick-built unit or from other prefab platforms like Abodu or Dvele. Cover panels arrive as a kit of wall, floor, and roof cassettes, which means your foundation has to be dead level, and your utility stubs have to land within a tighter tolerance than the average garage conversion demands. If your pad is off by more than a quarter inch over ten feet, the panel joints fight you for the rest of the build.
The compatibility question is less about a “model line” and more about which Cover configuration you ordered. Cover’s one-bedroom and two-bedroom units share the same utility rough-in logic, but a two-bedroom with a stacked washer-dryer pulls more amperage and often triggers a panel upgrade where a one-bedroom would not. Check your Cover order sheet for the electrical service specification, usually listed as 100A, 125A, or 200A. If the sheet says 200A and your existing main panel is 100A, that is a site prep job, not an afterthought.
One concrete gotcha we see in Los Angeles: Cover specifies a specific anchor-bolt pattern for their chassis system, and the bolts have to be set in wet concrete, not drilled after cure. If an owner or a prior contractor drilled retrofit anchors because the bolt layout was off, the seismic load path in a Cover unit is compromised, and the city inspector will flag it. We redo those pads correctly, with the bolt pattern from Cover’s foundation drawing, not an approximation.
Signs Your Cover Site Prep & Utilities Are Failing
- Visible trench settlement or a dipping swale across the yard. In Los Angeles, our rainy seasons are short but intense, and a trench that was not compacted in lifts will settle noticeably after one wet winter. The dip is the tell; the cause is usually poor lift compaction or backfill debris.
- The main panel has no spare breaker slots, and the cover inspector flagged it. This is the most common utility failure on Cover installs. Older east side homes in Eagle Rock, Glassell Park, or Highland Park run 100A panels that are already full, and the city will not sign off until the service is upgraded.
- Your sewer lateral failed the video inspection. Los Angeles requires a lateral test on most ADU projects. Cracked clay pipe, root intrusion, or a sagging line means you are looking at a trench repair or a spot liner, not a simple hookup.
- The existing gas line cannot support the additional load. If your Cover unit has a gas range or gas water heater and the meter is small or the line is too long, the pressure drop at the fixture will fail the utility test. We see this constantly on lots where the garage is far from the gas meter.
- The site drains toward the proposed ADU footprint. Los Angeles grading codes require positive drainage away from the new structure. If your backyard is the low point on the lot, you need a retaining wall, a swale, or fill work before the Cover pad can be approved.
Replacement Cost & What’s Included

Site prep and utility work in Los Angeles is rarely a fixed price across the board, because soil, trenching, and panel conditions vary a lot from lot to lot. But here are the ranges we quote on Cover projects:
- Standard pad prep, grading, and foundation formwork: $8,000 to $14,000, depending on access and whether we need to remove an existing slab.
- Trenching and running new water, sewer, and electrical from the main to the ADU: $6,000 to $12,000, driven by linear footage and whether we are cutting through a lawn, a driveway, or a mature tree root system.
- Main panel upgrade from 100A to 200A: $3,500 to $6,500, including the panel, new breakers, and the city’s re-inspection.
- Sewer lateral repair or replacement: $4,000 to $15,000, depending on depth and whether we are a simple spot repair or a full run to the city tap.
Everything we install carries the Garrison Standard: a written guarantee for one full year. If the trench settles, the panel throws a breaker, or the utility stub leaks, we come back and correct it at no charge. The price you approve on day one is the price on the final invoice. We do not write change orders for surprises we should have caught in the first walkthrough.
DIY or Call Us?
Here is the honest split. You can safely check a few things yourself: shut off the main breaker and confirm you have spare slots, take a look at your water meter during a dry afternoon to check for a slow leak, and walk the proposed site after a rain to see where the water pools. Those observations help us quote accurately.
What you should not touch: anything involving trenching, gas line pressure testing, panel work, or a live sewer lateral. Those are dangerous jobs. A gas leak or an electrical fault on a 200A panel injures people, and the City of Los Angeles requires permits and inspections on every bit of it. We have seen what happens when a homeowner hand-dug a gas line trench with a pickaxe and nicked an unmarked line. He got lucky. Not everyone does.

FAQs

Properly compacted soil, new utility runs, and a correctly sized panel will last the life of the ADU. In Los Angeles, the two things that shorten that lifespan are seismic movement and clay soil expansion, so we over-excavate and compact in lifts on every Cover pad we install, and we specify expansion joints where the utility stubs meet the foundation. If the work fails inside a year, the Garrison Standard has us back out to correct it at no charge.
Sometimes. A single cracked sewer section can often be spot-repaired, and a small panel upgrade can leave most of the existing wiring in place. But if the foundation is out of level or the trenching was never properly compacted, half-measures will just fail again. At the estimate, we will tell you plainly whether it is a repair or a redo, and what each costs. Call (213) 732-1415 and we will lay out both numbers for you.
Panel upgrades and utility trenching are usually completed within five to eight working days, including inspection time. A full redo of a failed pad takes longer because the concrete has to cure before we set the anchor bolts. We give you a written timeline at the estimate, and we update it if the city inspection schedule moves. The price does not move.
We keep the common materials on our Los Angeles trucks: HDPE water line, Schedule 40 electrical conduit, gas line fittings, sewer pipe, and the anchor bolt patterns used on Cover foundations. We also work fluently with Abodu and Dvele specs, so we can quote those platforms accurately if you are still deciding. Call (213) 732-1415 and ask for the site prep crew.
