Cover ADU Design & Permitting: The Los Angeles Owner’s Guide
If you own a Cover ADU in Los Angeles and the design or permitting paperwork has stalled, failed a city review, or come back with corrections, we handle it. Most Cover owners in Los Angeles bring us in when their original drawings don’t match what actually got built, when a permit expired, or when LADBS flags a code issue that wasn’t caught the first time. Our design and permitting package for Cover ADUs typically runs $4,500 – $9,800 depending on plan set complexity, corrections needed, and your specific neighborhood’s overlay rules. We’re an independent service provider, not affiliated with Cover, but we know these units well enough to fix what’s broken and get the paperwork straight.
What most owners discover is that the factory drawings Cover provided don’t always square with what the city of Los Angeles wants filed. The chassis specs, foundation details, and utility connection diagrams come from Cover’s engineers, but LADBS needs them translated into a California-compliant plan set with site-specific details. That gap is where almost every stalled Cover project in Los Angeles sits. We close it.
Which Cover Models This Applies To

Cover’s current lineup breaks into two series: the Cover S (studio, up to about 400 square feet) and the Cover L (larger one-to-two-bedroom units, roughly 500 to 1,200 square feet depending on configuration). The design and permitting work changes meaningfully between them. The S models usually fall under simplified accessory dwelling unit rules, which can speed up plan check. The L models often trigger additional structural review because of their span and the number of connections to utilities.
There’s a compatibility gotcha worth knowing before you spend money on plans: Cover changed its foundation anchoring detail in 2023. Units delivered after that change use a different anchor bolt pattern and a thicker sill plate detail. If your unit is on site already, check the serial plate on the exterior wall near the main entrance. The last digit of the serial number tells you the build year. Pre-2023 units need slightly different foundation callouts on the permit set, and if we submit the wrong detail, LADBS kicks it back. We check the serial before we touch the drawings. It saves a two-week correction cycle.
We also work on Abodu and Dvele units, so if your project involves a different platform, the same approach applies. But Cover has the most documentation variance between model years, which means the permits need closer reading.
Signs Your Cover ADU Design & Permitting Is Failing
- Plan check keeps coming back with corrections. This usually means the original drawings were not site-specific. LADBS reviewers in Los Angeles want to see your actual lot, your actual setbacks, your actual utility points. A generic Cover plan set gets flagged every time.
- The permit expired before you started construction. Los Angeles building permits carry a deadline. If you pulled the permit and life got in the way, you may now need reactivation, which requires a new review of the old drawings against current code.
- The built unit doesn’t match the drawings on file. This happens more than anyone wants to admit. A contractor changed a window location, shifted a wall, or used a different foundation detail. LADBS will not issue a final on a unit that doesn’t match the stamped set.
- Your utility connections were never formally approved. LADWP and SoCalGas have their own review separate from LADBS. If the meter panel or gas line placement wasn’t approved, the whole permit file stalls even if the building plan was fine.
- The original designer is no longer responsive. A stalled designer is the most common reason we get called. You need someone who can actually revise the sheets, stamp them, and walk them through the plan check counter in person.
Replacement Cost & What’s Included

For a Cover ADU in Los Angeles, design correction and permitting work breaks down like this:
- Plan set review and corrections (existing drawings): $1,800 – $3,500
- New complete plan set from scratch, site-specific: $3,500 – $6,000
- Permit reactivation or re-filing with LADBS: $1,200 – $2,400
- Structural engineering stamp (when required): $800 – $1,800
- Utility coordination with LADWP and SoCalGas: $600 – $1,500
What drives the range: whether the original drawings are salvageable, whether a structural engineer needs to sign off, and whether your neighborhood has specific overlay requirements. Hillside areas in Los Angeles, for example, almost always trigger additional geotechnical review, which adds cost. Every price we give is in writing before any work starts. The number you approve is the number on the final invoice. No change orders, no surprises at the counter.
DIY or Call Us?
There is no dangerous physical work in fixing design and permitting problems. You’re not touching springs or wiring. But the paperwork side has its own hazards: submitting the wrong detail to LADBS wastes three to six weeks per correction cycle, and the city’s patience is finite. If you have the original AutoCAD files and a solid understanding of the current Los Angeles ADU ordinance, you can attempt corrections yourself. Most homeowners get one round in before they realize the plan checker is asking for things that require an architect’s or engineer’s seal.
“Put it in writing, pull the permit, do the work.” That’s how Reed Calloway runs this shop. We do the same thing for Cover ADU owners every week. If you want us to look at where your permit file sits, call (213) 732-1415 and we’ll tell you what it’ll take. No charge to look.
FAQs

With a complete, correct plan set, LADBS plan check for an ADU typically runs 4 to 10 weeks in Los Angeles, depending on whether your project qualifies for expedited review. If corrections are needed, each round adds two to four weeks. Call (213) 732-1415 and we’ll give you an honest read on where your file stands.
In most cases the original drawings can be corrected rather than fully redrawn. We salvage the structural and architectural sheets that are still valid and adjust only what LADBS has flagged. If the original set is missing a structural stamp or the foundation details are wrong, we’ll tell you straight. Estimates are free.
We keep an internal library of previously approved Cover plan sets, foundation details, and LADBS correction letters for Los Angeles projects. That reference library lets us move faster than a designer starting cold, because we already know which details pass and which get flagged. Call (213) 732-1415 for a free estimate on your specific unit.
Permit reactivation and plan correction work for a Cover ADU in Los Angeles typically runs $4,500 – $9,800 all in, depending on what the city is asking for and whether a structural engineer needs to sign. We put the full price in writing before any work starts, and the Garrison Standard covers our work for 365 days. If something fails inside that year, we come back and fix it at no charge.
